The Urban Resilience Research Network (URNet) and Urban Resilience LAB (URLab BCN) organise two international writing workshops connected to the topics raised by the special issue of the Frontiers in Sustainable Cities journal titled “Barriers and Enablers to Effective Climate Governance in Cities”. The first writing workshop was held in Barcelona on October 28th – 29th, addressing barriers and enablers to carbon neutrality. This second workshop aims to bring together researchers to critically analyze why current governance frameworks often fall short in supporting community resilience within the context of climate action.
During the workshop, participants will engage in a mix of keynote sessions, guided discussions, and writing blocks, designed to foster collaborative analysis and synthesis of key themes and methodologies to explore a critical and in-depth perspective on barriers to community resilience. Insights from this work will prepare a perspective paper in the short term, and build the foundation for the International Conference “Just and Resilient Carbon-Neutral Cities?”, scheduled for November 2025 in Barcelona.

Apply for a Fellowship:
The URNet and URLab Barcelona are offering 15 fellowships covering 70% of the workshop fee for selected applicants. Fellows are invited to bring fresh perspectives and insights on community resilience to enhance the collaborative outcomes of the workshop.
Fellowship applicants are invited to submit a blog post on community resilience in climate action. Fellows’ blog posts will:
- Contribute to URNet’s ongoing research on climate governance challenges
- Be published under the author’s name on the URNet website, promoted widely in Linkedin and social media, and potentially featured in the International Conference “Just and Resilient Carbon-Neutral Cities?” blog.
Requirements for the blog post:
- Length: 1,000 to 1,200 words
- Content Features:
Clear title reflecting the main barrier explored
Include at least two images or graphs
Include hyperlinks to any projects, websites, and literature that you are referring to (not a classic author/year like in scientific papers)
At the end of the blog post, add any further resources that could be relevant for the reader (links, pdf, etc.)
Of course, the content of your publication will be able to be modified after the workshop and before its publication.
